Conduct environmental assessments and analysis in accordance with federal and state environmental regulations and AF Instructions in support of one of the following three program areas: hazardous waste and emissions compliance, conservation programs (including natural and cultural resources, permitting, environmental impact assessment), and environmental restoration programs. Create project descriptions for next fiscal year and out-years, develop estimates and budgets, and enter projects into AF budget programming database. Develop and implement plans and projects. Provide expert-level technical advisory assistance and negotiation support to government. <br> <br> <b>Experience Required:</b><ul> <li>Expert-level knowledge of federal and state laws and regulations, DoD Instructions and Policies, and Air Force Instructions as related to environmental program requirements. <li>Key regulatory and guidance structures include: Clean Air Act Amendments, Resource Conservation and Recovery Act, Clean Water Act, Emergency Planning and Community Right-to-Know Act, National Environmental Policy Act, California Environmental Quality Act, Endangered Species Act, and Comprehensive Environmental Response, Compensation, and Liability Act. <li>Expert-level knowledge in one of the physical sciences or environmental disciplines. <![CDATA[THE POSITION: As an Air Quality Engineer, you will gain valuable experience and become familiar with a variety of equipment and processes as you evaluate the design and operations of various industrial and commercial facilities throughout the Valley. In the course of your work, you will prepare comprehensive technical reports assessing the feasibility of various air pollution control technologies, concluding with recommendations on new regulatory requirements or permit conditions. The eligible list established as a result of this recruitment may be used to fill future vacancies in any of our regional offices. The current vacancy is assigned to the Permit Services department in our Bakersfield office. <br> <br> Specific professional level engineering work includes: reviewing and evaluating permit applications for a wide variety of applications, including calculating emission rates and permit fees; determining compliance or non-compliance with air quality regulations; determining and recommending best available control technology; defining permit conditions and issuing authority to construct permits; reviewing permit and enforcement files in order to prepare materials and responses for variance requests, violation notices, case summaries, and Hearing Board referrals; providing information regarding regulation interpretation, permit preparation, and emission calculation methods; using computer software and programs to make engineering calculations and to enter and retrieve data; conducting or reviewing environmental audits, compliance inspections, toxic inventories, and source tests; maintaining accurate records and files; and preparing periodic and special reports. <br> <br> QUALIFICATIONS: Level I - Either a Bachelor of Science Degree in an appropriate engineering discipline OR a Bachelor of Science Degree in an appropriate scientific discipline such as environmental science, chemistry, physics, or biology along with possession of a California Engineer in Training Certificate. Level II - All of the above, plus three (3) years of experience in air quality engineering. <br> <br> Qualified applicants must possess knowledge of engineering principles and practices.
