OVERALL SHORT DESCRIPTION

Under limited supervision, the Informatics Analyst performs acquisition, validation, warehousing, and analysis of data, with particular focus on survey, case review, medical and prescription drug claims, eligibility, and related absence, disease management, and disability data. The Informatics Analyst will also assist in designing statistical analysis plans, case selection criteria, and reporting parameters. Initially, the Informatics Analyst’s primary project responsibility will be analytic support on the Centers for Medicare & Medicaid Services (CMS) Hospital Outpatient Department Quality Data Reporting Program (HOP QDRP) Support Contractor Special Project.

ESSENTIAL FUNCTIONS

1. Proficient in evaluating a wide array of data types, including survey, case review, medical and prescription drug claims, and eligibility data.

2. Proficient in the use of SAS, conducting and interpreting primary analyses, conducting secondary and exploratory analyses, developing appropriate statistical models, determining sample sizes, manipulating complex databases, and tracking and evaluating patterns of care and outcomes.

4. Upon request, performs critical review and synthesis of the health care literature.

QUALIFICATIONS

1. Bachelors degree in public health, related social science, business, economics, math, or statistics. Masters degree preferred.

2. A minimum of three (3) years of recent experience performing health care data analysis using SAS, including experience analyzing eligibility, claims/encounter, provider, health care survey, and other forms of health care data.
<br>

3. Experience evaluating systems, with experience evaluating health care systems using a “systems” approach.

4. Knowledge of the SAS programming language, including Base SAS, SAS/MACRO, SAS/STAT, and SAS/GRAPH. SAS certification preferred.

Under limited supervision, the Senior Informatics Analyst oversees acquisition, validation, warehousing, and analysis of Informatics data, with particular focus on survey, case review, medical and prescription drug claims, eligibility, and related absence, disease management, and disability data. The Senior Informatics Analyst also actively leads the design of statistical analysis plans, and defines case selection criteria and variable parameters. The Senior Informatics Analyst will work closely with the Executive Director, Informatics and Manager, Informatics to assist in the development of novel Informatics products. Initially, the Senior Informatics Analyst’s primary project responsibility will be to lead analytic activities on the Centers for Medicare & Medicaid Services (CMS) Hospital Outpatient Department Quality Data Reporting Program (HOP QDRP) Support Contractor Special Project, state Medicaid External Quality Review (EQR) survey projects, and state Medicaid EQRO performance measure calculation projects.

Duties and Responsibilities:

* Performs experiments and carry out laboratory research
<br>
* Perform basic mammalian tissue culture to propagate cells and RNA viruses.
<br>
* Analysis of virally infected cells using standard molecular biology and cell biology techniques, including analysis of protein by immunological methods and nucleic acids by qRT-PCR.
<br>
* Routine cloning, characterization and record keeping of plasmids, bacteria, cell lines and viruses.
<br>
* Keeping detailed records of experiments, analyzing results, troubleshooting and designing future experiments based on the experimental data.
<br>
* Develop and implement new protocols as dictated by experimental results.
<br>
* Reading and researching current literature relevant to experiments.
<br>
* Make reagents and clean glassware as needed; perform related tasks.
<br>
* Ordering laboratory supplies for ongoing research and maintaining budget records on the computer

* Maintaining hazardous/chemical waste records and arranging disposal as needed

* Maintaining records of radioisotope use within the laboratory and acting as safety officer for the laboratory

Minimum Qualifications:

Bachelor's degree in a field appropriate to the area of assignment; OR, Four years research experience appropriate to the area of assignment; OR, Any equivalent combination of experience, training and/or education.
