The Kelso, WA laboratory has historically been an environmental and general testing organization. Approximately three years ago we began building the infrastructure necessary to support a cGMP operation. A relatively large section of our 50,000 ft2 facility was segregated specifically for this purpose. We have positioned ourselves for growth and are seeking a dynamic leader to build the business.

This position represents an exceptional opportunity for a hands-on technical manager with an entrepreneurial bent. The new business is in its infancy, and CAS is committed to building it into a high quality organization similar to our other testing divisions.

Primary duties will consist of the oversight of daily operations of the pharmaceutical testing department (manage raw material and component testing, analytical methods transfer and validation, and in-process and finished product release). The testing ranges from various physical parameters to chemical parameters requiring sophisticated instrumentation. Other responsibilities include scheduling work and tracking work flow, supervision of testing staff, and filling staff positions. In addition to the production aspect of the position, the QC Manager is responsible for vendor interaction and some aspects of client management, as well as writing and updating SOPs and product specification manuals. The QC Manager will also work closely with the Business Development Manager to provide technical assistance at trade shows and participate in client visits. The QC Manager will also work directly with the QA Manager to assure strict compliance with cGMP protocol.

The Estuary Partnership Habitat Restoration Coordinator is a technical specialist who works as part of a professional team to implement the Estuary Partnership’s Habitat Restoration Program. In particular, this position is focused on pile structures in the mainstem lower Columbia River, but may also include other related issues and tasks. Work includes evaluating pile structures (dikes, fields, etc.) for removal, enhancement, study or monitoring. Pile structure enhancement or removal has been identified as a potential salmon recovery technique. As the program is new and evolving; this position requires strong leadership and ability to quickly adapt to program changes.

Duties and Responsibilities
<br>
• Plans and implements activities related to the Estuary Partnership’s habitat restoration program. Builds relationships with wide variety of partners involved in lower Columbia River restoration.
<br>
• Works with Technical Programs Manager, other Estuary Partnership Staff, and the Estuary Partnership Science Work Group on the habitat restoration program – most specifically on coordinating a pile structure program and working with the Estuary Partnership’s Science Work Group Pile Structure Subcommittee.

• Works with partners to identify potential projects, monitoring needs, and evaluation plans for restoration and pile structure projects.
<br>
• Develops scopes of work and requests for proposals for potential projects and/or funding sources.
<br>
• Develops implementation plans for pile structure projects, secures engineering designs, all necessary permits, oversees contractors and project implementation, and ensures compliance with applicable laws and rules, including permitting requirements and processes.
<br>
• Works with Partnership Monitoring Coordinator to ensure adequate pre and post data collection, including data for engineering designs.

• Disseminates information about program and projects.
<br>
• Represents the Estuary Partnership at informational and public meetings on matters related to the Estuary Partnership habitat restoration and pile structure program.

• Develops and coordinates intra- and inter-organization cooperation through planning, organizing, and scheduling meetings and work sessions with appropriate staff and organizations.

• Keeps current on scientific literature related to estuaries, monitoring, restoration, and conservation biology.

Position Summary: The Heiney Creek Specialist will spend approximately 70% of their time implementing team field projects as described below. Another 20% of their time will be spent working exclusively to recruit private landowners along Heiney Creek (a tributary of Johnson Creek in Gresham), encouraging them to restore their properties with the City’s help. They will build lasting relationships with the homeowners and work with them to design and implement restoration and maintenance plans. They will then lead their teammates in implementing the restoration plans they created, including removal of invasive plant species, installation of native trees, shrubs and forbs, and the installation of habitat features (bird houses, bat boxes, etc.). They will also work with the landowners in writing stewardship agreements detailing what the landowner will need to do each year to monitor and maintain their newly restored property. The remaining 10% of their time will involve training, meetings, and support of other natural resource education and restoration projects.

Team Summary: The Community Engagement Field Team will spend approximately 70% of their time involving Gresham’s private streamside landowners in environmental stewardship and restoration. Using Gresham’s established Streamside Property Owners Program (SPOP), they will educate landowners on actions they can take to reduce non-point sources of pollution. They will also target the private streamside landowners living on three of Gresham’s streams (Heiney Creek, Kelly Creek and Nechacokee Creek), persuading and assisting them to restore their properties (including the installation of raingardens) in an effort to create contiguous healthy corridors between private property and public land. Finally, they will inspire stewardship over the newly restored parcels and raingardens through stewardship agreements and large-scale community events. Team members will also staff community volunteer and education events, working up to 10 weekend days and 10 week day evening events during the service term. Dedicated team members will have the opportunity to work closely with city natural resource and operations staff, as well as AmeriCorps volunteers serving with the City of Gresham. The remainder of the placement time will be spent developing individual programs that will be supported by the other dedicated team members. The complete team will consist of (1) a team leader; (2) the raingarden specialist; (3) the Heiney Creek specialist; (4) the Nechacokee Creek specialist; and (5) the Kelly Creek specialist.

They will work with city staff to identify high priority stream reaches as well as points of access and debris removal plans. Areas requiring a small oar boat will be identified. They will ensure that adequate supplies and training are available prior to the team working in the active stream channel. The remainder of the placement (10%) will involve training, meetings, support of other natural resource education and restoration projects, and research as necessary.

Team members will also staff community volunteer and education events, working up to 10 weekend days and 10 week day evening events during the service term. Dedicated team members will have the opportunity to work closely with city natural resource and operations staff, as well as other AmeriCorps volunteers serving with the City of Gresham.
